Lu conducts research in public budgeting and financial management. Her current research interests are performance budgeting and performance measurement and management, especially the role of government agencies in performance-driven governments. She teaches Public and Not-For-Profit Finance and Introduction to Policy Analysis. She is interested in building a community-grounded research and teaching agenda. She and her students most recently participated in the Service Sharing and Consolidation Project (2007) initiated by the Broome County Chamber of Commence as a service-learning project. She is also interested in student and faculty collaboration between the United States and countries in Asia.
Prior to joining Binghamton University, Lu taught at the University of Georgia and worked for the Community Policy Analysis Center at the University of Missouri-Columbia and the International Training Institute in Missouri.
Lu holds a Ph.D. from the University of Georgia and an MPA from the University of Missouri-Columbia.
